Nope, China, but it is beautifully made and I get many compliments on it. The two spinners go in different directions when the wind blows. When I bought this item, it was $50+, but since then, I believe, because of its popularity, has gone up to $60+...!

Q: How much wind speed can this handle? Will it withstand storm winds?

Our spinner is holding up well in Florida and we have had some pretty high wind storms. You just have to reset the pole sometimes it gets a little loose at the base.

Q: Is the back side painted, like the front sides are?

no. just a green similar to that which is part of front. Not rotating to face wind I do not like. But it is good from front.

Q: Are the assembly instructions available

I believe that there were simply instructions that were included. Building this is fairly straightforward. It's vey nice and needs a fair amount of wind to spin, rather than spinning crazy all of the time! I highly recommend it.
