Q: Will this harm vinyl flooring?

The bristles are soft but not to firm. You should be ok on your vinyl floor.

Q: Will this scratch fiberglass ?

I don't know the answer to this specific question. The bristles have some tooth to them - they are not soft. We use it in the shower on the tile floor and tile wall. The shower floor tile is sort of a pebbled tile and the shower wall tile has a texture so I really cannot tell if it's scratched either surface - I just know that it adds the extra something we need to keep both surfaces free from soap build-up.
